This project involves the development of Marshall Avenue Flats, a six-story affordable housing building located at the intersection of Marshall Avenue and Fry Street in Saint Paul’s Union Park neighborhood. The development will include below-grade off-street parking and at-grade parking shared with the adjacent office building, supporting increased urban density in a highly transit-accessible location with strong proximity to services, institutions, and community amenities.

We are proud to partner with Frana Companies as the excavation and utility contractor on this project, providing essential earthwork, site preparation, and underground utility installation to support both the building and below-grade parking structure. Our work helped establish the foundational infrastructure for this 97-unit affordable housing development in a part of the city where affordable housing remains in limited supply. The site, located at 1619 Dayton Avenue in Saint Paul, carries significant historical context. It was previously home to the Richards Gordon School, originally constructed in 1911 and now housing the Family Tree Clinic. The property is also bordered by a historic WPA-era limestone retaining wall, built in 1936 and carefully maintained through prior restoration efforts. Marshall Avenue Flats is designed in alignment with the City of Saint Paul’s 2040 Comprehensive Plan, supporting thoughtful neighborhood growth and increased density while respecting the site’s historic character. The result is a development that thoughtfully bridges “old and new,” contributing needed housing while honoring the legacy of the site.
